He is by virtue of his office a member of every committee appointed by the Council or Senate, unless otherwise expressly provided. The Vice-Chancellor is also by virtue of being the overall administrative head of the University, the accounting officer of the University, and responsible for policy matters, planning, co-ordination, public relations, fund-raising and general development of the University.
