The Relationship Between Project Appraisal Results and Post Implementation Results : the Case of Kenya Post and Telecommunications Corporation(Kp&tc)

Abstract

Post-evaluation i e ·entially an analysis conducted after the completion of the project. It is intended to as ·e ·s how a project has been implemented, operated and maintained by comparing it with the original plan and to confirm whether the project is producing the expected benefits. The most basic purpose of this activity is to increase lessons learnt of the factors governing successful or problematic implementation so that the operations, maintenance and effects of each project can better be grasped. Lessons learnt from such analysis can then serve as feedback for the identification, appraisal, implementation, and monitoring of ne•v projects. Project evaluation is not only beneficial to the organization but also helps the donor agencies to enhance the quality of their assistance to developing countries. Where post-evaluation shows that certain measures are needed to improve, for example, the operational aspects of a completed project, the evaluator will give the organization advice based on the post-evaluation study. This study is a post-evaluation that sought to examine the relationship between project appraisal results and post-implementation results at Kenya Posts and Telecommunications Corporation. The Literature review· discusses the utilization and shortcomings of various project appraisal techniques and the perspectives of project outcome. In order to realize the objectives of this study, both Primary and Secondary data were collected. The Primary data was collected through personal interview while Secondary data was collected by examining relevant records pertaining to project management at Kenya Posts and Telecommunications Corporation. The collected data was then analyzed by the use of descriptive statistics (in form of graphs), correlation analysis, and factor analysis techniques. The results of the study revealed that though the relationship between project appraisal results and post implementation result is relatively strong ( significant), it i not perfect. The study further revealed that the significant factors contributing to the discrepancies between these results were: lack of planned operations and maintenance, lack of proper coordination and control, external environment, and bur aucr tic procedures. However, most goals, .of the projects were found to be in line with the corporation goals of expansion, modernization, and diversification of telecommunications network.
