Challenges Facing Kenya Prisons in Implementing Reform Strategies

Abstract

ABSTRACT The purpose of this study was to find out the challenges facing Kenya Prisons in implementing reform strategies. The investigation was anchored on the state of the overcrowding in the Country’s prisons, the critical strategy implementation factors i.e. organizational culture, organizational structure, information systems, reward system, resources and capacity, and the leadership and management. The study targeted prison’s top management team which bears prime responsibility and accountability to initiate and drive the organization’s strategic planning process. Five out of the six intended respondent representing 83% were accessed and interviewed. The study found out that strategy implementation in the Prisons service is faced by various challenges such as lack of commitment from the top management, lack of good communication, poor resources allocation and poor organizational structures. Further, other challenges observed were lack of funds, lack of training of the personnel involved in strategy implementation and finally lack of proper skills in change management.
