    Abstract
    Major developments in the field of food safety and quality requirements have had significant impacts on international trade during the last few decades. Raising consumer concerns about a range of food safety matters and increasingly stringent regulatory standards related to fish supply pose on going challenges to the sustained international market access for Kenya and other developing country suppliers. The finding reflect failure in the upgrading of infrastructure and related elements that are required to support food safety management systems across the country. Reactive responses to the requirements have been geared to make only necessary investments and changes to hygiene control. The study concluded that within this background of highly evolving consumer requirements and continuously stringent requirements, the private and public sector stakeholders have to cooperate in upgrading systems that will support the implementation of safety standards required in the international markets.
