Factors Influencing Implementation of Monitoring and Evaluation Results in Public Funded Building Projects: a Case of State Department of Public Works Headquarters, Nairobi, Kenya
Abstract
Monitoring and evaluation are crucial in any project or program because they play a
vital role in determining whether the desired outcomes have been achieved and whether
the beneficiaries have been positively impacted. This is particularly significant in
infrastructure projects, as they require substantial resources to stimulate economic
growth. Governments and external financiers have made significant investments in this
sector, emphasizing the importance of ensuring that these resources are utilized
effectively to meet the intervention's objectives. The purpose of the study was to
investigate the factors influencing the implementation of monitoring and evaluation
results in building projects carried out by the State Department of Public Works. The
objectives of the study were to establish how the capacity of the staff influences the
implementation the M&E Results; to determine how the involvement of stakeholders
influences the implementation of the M&E Results; to examine how the level of
knowledge management influences the implementation of the M&E results and to
analyze how the organizational culture influences the implementation of the M&E
results. The study focused on a total population of 110 Architects working at the
department's headquarters, who handle projects from various clients including Ministries
and Departments. Since each project offers unique experiences, the sample size of 86
respondents was determined based on the proportion of Architects in different job
groups. The research followed a descriptive design, and respondents were selected
through purposive selection. Data was collected through survey questionnaires.
Quantitative data was analyzed using descriptive statistics and also multiple regression
analysis. Qualitative data was analyzed through conceptual content analysis. The
research results revealed a positive and statistically significant influence of staff
capacity, knowledge management and organizational culture on implementation of
RBM&E of public funded building projects. The study further established a positive and
statistically not significant influence of influence of stakeholder involvement on
implementation of RBM&E of public funded building projects in Kenya. The study
concluded that all the factors that the study considered staff capacity, stakeholder
involvement, knowledge management and organizational culture influenced
implementation of results based M&E of public funded building projects in Kenya. The
study recommends improvement on aspects such as staff training and development,
communication, information management system, leadership, allocation of adequate
resources, as well as cultivating a positive culture which values and promotes M&E
activities.
