Implementation of Strategy at the Office of the Auditor General of Kenya
Abstract
Implementing strategy is crucial for public organizations aiming to transform their strategic
visions into practical actions, enhancing both operational efficiency and responsiveness to
customers. This process entails the meticulous execution of strategic plans, with a focus on
ensuring alignment, accountability, and achieving measurable results. OAG Kenya’s strategic
vision is anchored on its strategic plan 2021-2026, which focuses on delivery of timely audits
reports aimed at transforming the lives of citizens. The strategic plan is based on principle 12
of the International Organisation of Supreme Audit Institutions (INTOSAI) framework for
professional Pronouncements, which requires Supreme Audit Institutions (SAIs) to
demonstrate their value and benefits to the citizens. The key challenges hindering strategy
implementation in OAG Kenya as highlighted by directors at the corporate and regional level
are diverse and complex. These include absence of detailed action plans and procedures for
strategy implementation; Resource constraints that had restricted the ability for OAG to acquire
adequate number of qualified staffs, invest in latest technology, acquire motor vehicles for
logistics and conduct frequent comprehensive audits. In addition, poorly communicated
strategy leading to confusion and misalignment among staff about goals and priorities. Rigid
hierarchies and bureaucratic processes in place in OAG Kenya were cited as challenge in
strategy implementation by all respondents at the corporate level. Further, a culture that is
averse to change had made it difficult to adopt new approaches and technologies necessary for
effective strategy implementation. The directors recorded various remedies to ensure
successful strategy implementation at OAG. Effective strategy implementation at OAG Kenya
could be enhanced by mobilizing resources through the allocation of adequate financial,
human, and technological assets to support strategic initiatives. OAG Kenya should foster a
culture of adaptability and innovation. Effective communication is key to addressing employee
concerns and maintaining morale. A well-defined change management plan, including clear
communication channels, employee involvement, and recognition of efforts, can mitigate
challenges. Additionally, a robust monitoring and evaluation system is necessary to identify
areas for improvement and make timely adjustments to the strategy.
