dc.description.abstractThe NIMES was met to furnish the government with dependable measure of gauging the effectiveness of government initiatives and impact of policies (Government of Kenya, 2005). The study investigated the current status of the National Integrated Monitoring and Evaluation System (NIMES) in Kenya. Specifically, it investigated the functionality of the NIMES component against its operational design; the effectiveness and efficiency of NIMES performance at each component level. Data from Monitoring and Evaluation Directorate, State Department of Planning, State Department of Public service, State Department of Correctional Service was employed for this study. The study adopted the (UNAIDS, 2009) twelve component M&E system strengthen tool. Purposive sampling was selected for this study. Data was collected through questionnaire and document review which focused on the assessment of the twelve components of an M&E system. Using SPSS data editor, data was manipulated for ease of manipulation. The outcome of the study revealed that NIMES was fairly functioning with an average score of 58 percent. The majority of the components performed at a fairly level. The weakest component was supportive supervision and data auditing at 15.4 percent. Additionally, key gaps were identified which included, inadequate M&E personnel, IT managers, missing of some indicators in some components and inadequate financial resources. The study concluded that there was lack of political will which is essential in improving the NIMES The study recommended recruiting of M&E personnel and creation of alternative funding sources such as public-private partnership in order to not over rely on exchequer. Monitoring and Evaluation Directorate should be supported in order to improve the performance of NIMESen_US
