Role of Education Diplomacy in Bilateral Relations Between States: a Case Study of Turkiye-kenya Cooperation in Higher Education
Abstract
This research aims to explore the role of education diplomacy in the bilateral relations between Turkiye
and Kenya, specifically focusing on the cooperation in higher education. The objectives of this research
are threefold: firstly, to analyze how education affects diplomacy on the bilateral relations between
Turkiye and Kenya; secondly, to identify the key factors that contribute towards achieving positive
outcome of bilateral cooperation in higher education between the two countries; and thirdly, to explore
the challenges and limitations faced in implementing education diplomacy within the context of tertiary
education and find strategies to overcome them. To achieve these objectives, this study will be based
on a theoretical framework that draws on the concepts of education diplomacy, bilateral
relations, and cooperation in higher education. In adherence with the objectives, the study will
examine the laws and regulations that oversee the education industry in both nations and how
these have impacted the education diplomacy program. The study will also consider the sociocultural
and economic factors that have influenced the program's implementation. A mixedmethods
research approach will be employed, including a review of relevant literature,
qualitative interviews with key stakeholders, and quantitative analysis of data related to
collaboration within the realm of tertiary education between Turkiye and Kenya. It is anticipated
that the results of this research will provide insights into the impact of education diplomacy on
bilateral relations between countries, as well as identify the key factors that contribute to
successful cooperation in higher education. Furthermore, the study will explore the challenges
and limitations faced in implementing education diplomacy and propose strategies to overcome
them. Moreover, results of this study are expected to have practical implications for
policymakers, educators, and other stakeholders in Turkiye and Kenya, as well as other countries
seeking to promote cooperation in higher education through education diplomacy.
