    Abstract
Every educational organization is governed by rules and regulations, which students and other members of the school must adhere to. These rules and regulations are intended to create harmony in the operations of the school as all members of the school direct their efforts towards attainment of the school goals. However, some students are at pains to follow these rules and regulations. The breaking of these rules and regulations constitute indiscipline in schools. Discipline is the management to enforce organizational standards. The total student population and their teachers in Kibwezi Division Public secondary school comprised the population of study. The sample comprised of sixty students and eight teachers. The researcher used a survey design. The sampling technique used was stratified design. The sampling technique used was stratified sampling method for the teachers and random sampling for the students. The instruments of data collection were the closed ended questionnaires. Results indicated that indiscipline case in public secondary schools in Kibwezi Division is caused by poor diets to the students, lack of guidance and counseling, peer pressure, lack of proper systems to enforce school rules and regulations, failure to involve students opinion in school management and notinvolving teachers in designing government policies concerning education.
