    Abstract
    Adult literacy is important for any country's economic and social development. For various reasons not all adults in any community are literate. All over the world the problem of illiteracy has not been solved despite major improvements made in the education sector. In Kenya, the government has an elaborate structure to tackle the problem of illiteracy but enrolment figures have continued to be low despite statistics showing there are over 4 million adults who are illiterate. It is against this background that this study sought to establish what factors affect enrolment in literacy programmes in Kenya with special interest for Mombasa District. The aim of the study was to establish the effect of the variables identified for the study on enrolment in adult literacy programmes. The study, came up with recommendations on how enrolment can be improved. This study used questionnaires to collect data from subjects who were randomly sampled. Data was analysed using descriptive statistics and the findings presented using frequency tables and percentages.
