    Abstract
    The research design was explorative on a cross-section of MoH staff. It entails: a) Quantitative research design- involving collection of statistical data gathered through questionnaires and interviews. This was thus from primary data sources. Other sources of primary data were discussions and surveys. b) Qualitative research design- involving interviews, survey, observation and literary research. The library research on journals, newsletters, textbooks, magazines, Internet thus formed the secondary source of data. c) Data collection instruments employed questionnaires (open/closed) designed and distributed by me. d) Data collection methods were a combination of questionnaires, interviews, library research, discussions, observations and survey. i) Data presentation was in the form of Tables. ii) Data analysis was thus in the form of graphs as well as descriptive analysis. Iii) Data interpretation, findings and recommendations thus followed. iv) The last chapter presented thorough discussion of the research, conclusions and a list of annotated bibliography and annexes shall follow.
