    Abstract
    In the endeavor to transform the public sector from the complacent working culture to a business oriented culture the Government has developed policies for the public sector that would endear it to the public and customers. Performance management was one of the strategies. The study was conceived out of the need to establish performance management process at the Postal Corporation of Kenya and to determine the factors that influences the performance management process. To achieve these objectives the research project was designed as a case study which made use of both secondary and primary data. Primary data was collected through an interview which was conducted with the help of an interview guide. The study has discussed the performance management process and how it has been manifested in the public sector with reference to Postal Corporation of Kenya. The study established that the performance management process in place at Postal Corporation of Kenya has been adopted in line with the Government directive as well as being a means of gaining competitive advantage over its competitors. The study also identified several factors which influence performance management. These factors included organisation culture, employees' resistance to change, lack of coherent change management strategies and complexity of the performance management tools. The study recommends that the management shed ofrits bureaucratic tendencies and adopt the 21st Century business practices to enable the Corporation compete in the global marketplace. There is also need for the Corporation's management to fully embrace performance and reward management systems to enhance productivity.
