    Abstract
    Rendition of urban basic services in Kenya has generally remained inadequate. Increasing the availability, the spread and utilization of basic services is a challenge that is proving insurmountable. The capability of local authorities to provide services continue to decline, yet the demand for services continue to grow with unprecedented levels of u rb a n population. Ln spite of the c challenge, effective service delivery still reach the clients and satisfy them. Yet, this dimension of service delivery by local authorities has proved intermittent and elusive. Urban governments have become Largest of rebuke and criticism from various quarters because of the inability to efficiently provide services. The focus of this study is on this widespread problem of service rendition in urban centers. And since all urban centers could not be studied, Kisumu municipal Council w a s taken as the case study. Three services namely housing, water and health werecovered. The objective of the study was to look for political and administrative factors that .influence the municipality in provision of service and by doing so, identify the reasons and explanations behind the apparent .ineffectiveness of municipality in carrying out its statutory role. Management to access service is thus issue at stake To this end, five hypotheses were generated. These are: Queue jumping in service provision in Kisumu municipal council has negative effect on housing services……
