    Abstract
    Since the majority of Kenya people live in rural areas, there has been a continued stress on the importance of developing the rural areas. Many strategies have been used towards this end. District Focus for Rural Development is one of them. To effect district planning, an institutional framework has been established at the district level. This study has been prompted by the fact that what has become a major problem of concern is the effective operation of the District Development Committee (DDC~ which is supposed to coordinate lower level development agencies and committees through which the identification and implementation of projects is to be effected and in particular the concern of the role of the community at different levels of operation.. The study specifically examines the organizational ,. machinery for the DDC in relation to other sub-committees and agencies, and the role of the community in the development planning process.
