This study investigates the probable causes of the very low levels of productivity consciousness in both the public and private sectors of the Kenyan economy. It identifies impediments to the realization of a complete and functional productivity mainstreaming into the economy including; lack of integration of productivity into the country’s education and training programmes, weak broad based productivity driven research and development, poor productivity infrastructure and weak productivity governance among others. Consequently we propose possible interventions which we argue do constitute the basic building blocks for a productivity policy framework. In conclusion we argue that success of the proposed interventions depend on the commitment of all stakeholders to effective co-ordination of actions and interventions and to implementation, monitoring and evaluation.en
