    Abstract
    Manpower planning is a key aspect of the human resource management function in orga­ nizations. Specifically, manpower planning examines the gap between staff availabilities (internal and external to the organization) and staffing requirements (to perform tasks in the organization) over time, and prescribes courses of action to narrow such a gap. Different perspectives in manpower planning have each been studied widely in the past. Such models may describe the constituent components of the manpower system using, for example, sur­ vival analysis techniques similar to those found in the medical literature. However, it is often more useful to look at the manpower system as a whole using a variety of methods such as the Markov .. renewal theory and semi-Markov models. Estimation of the parameters of such models, for sampling frames appropriate to manpower data, forms an important part of the methodology. This work describes the situation faced by colleges and universities in general, and the School of Mathematics at the University of Nairobi in particular, in planning the development of its administrative structure.
