The role of a unitary language and communication in enhancing regional integration in the East African Community (EAC)

Abstract

This research aims at evaluating the role of unitary language and communication in enhancing Regional Integration in the East African Community. The interest for this research is driven by the realization of the strategic role that unitary languages play in enhancing the development of multinational and supranational governmental organizations. While undertaking this research, a subtle analysis on use of languages in other integration schemes and the policies put in place to enhance their integration processes, will be undertaken. Primarily, this research aims at justifying why the role of Swahili Language, which is very widely spoken in the whole of Africa, in enhancing integration within the East African Region, cannot be underestimated. Notable also alongside the role of Swahili as a Regional Language, is the paradigm shift that has seen French being dropped as the sole Foreign official Language in Rwanda and the consequent adoption of English as its alternative. This too is being embraced by her neighbour Burundi. It is thus against this background that I wish to investigate how the adoption of Swahili- which is not so popular in Rwanda and Burundi – would hasten the integration of the regional bloc ,and form a firm foundation in preparation for a political federation.This study also pays particular cognizance to the role of effective communication in creating awareness and encouraging citizen participation in national agenda. The study will evaluate the effectiveness of the communication strategy set up by the Directorate of Communication at the East African Community Headquarters in Arusha in disseminating the EAC agenda vis-a -vis the communication strategies adopted by other integration schemes. Finally, this study intends to make recommendations drawn from the potential of Language and effective Communication as vital catalysts for the East African Community integration process.
