    An Evaluation of Communication Strategies for Implementing Development Projects Through Cdf in Kibera

    Abstract
    This study examined the participatory development communication strategies used by the Constituency Development Fund for involving the community in identification and implementation of development projects in Kibera slums. The study adopted Freire’e theory of dialogical communication to guide it. Purposive sampling was used to identify the study sample. The study sample was drawn from the Kibera CDF committee and from community leaders, youth and women leaders. A structured interview schedule was used to collect data for the study. The study found that there was no formal participatory development communication strategy within the functions of the CDF. Moreover, the study found that beneficiaries were not involved in the identification or in the implementation of development projects through communication. The study recommends that there is need to establish participatory communication frameworks within the functions of CDF to enhance community participation.
