    Abstract
    The problem of housing, especially for the low Income groups, is as old as Nairobi. To many observers Nairobi, often described as the "City in the Sun" is in the throes of a crisis. The city is trying to grapple with a wide array of problems, the lack of adequate decent housing being probably the greatest: it has come to be seen as the single most important fetter on the further development of the city as investment in housing is now not only valued for the shelter and facilities it provides but also for its contribution, both directly and indirectly to increases in employment and output...................................................
