    Abstract
    Digital Inclusion is concerned with addressing inequalities, where those unable to access the affordance of technologies are, disadvantaged, marginalized in society and therefore digitally excluded. The objectives of this study were to determine challenges facing Pasha Digital Centers in rural places, and the effects of Pasha Digital centers in promoting Digital ICT inclusion in rural place. The literature review is based on theoretical foundation of the study, promotion information, and communication in rural setting, approaches, and practice in digital inclusion and finally the promotion of services in Pasha Centers. Descriptive survey was used to collect both primary and secondary data. The target population of the study users of users of Pasha Digital centers. Questionnaires were the research instruments used. Secondary data included periodicals and administrative challenge decisions. Summaries of data findings together with their possible interpretations was presented by tables, mean, percentages, frequencies, variances, and standard deviation. The study found out that digital inclusion in rural areas faces many constrain which hinder success of the projects. Therefore, the study recommends that Pasha Center should create awareness to the community through promotion and educate them on the services offered and importance of ICT education. Policies need to be developed to provide a guide on managing challenges facing Pasha Centers including ways of channeling funds, political interference, and connectivity constrains. The government should change its approach in channeling funds, connecting internet in the rural areas and encourage more entrepreneurs to open more Pasha Centers in the rural areas by reducing taxes on computers and other infrastructures.
