    Procurement laws and operational efficiency in savings and credit co-operative societies within Nairobi county

    Abstract
    The Public Procurement and Disposal Act (2005) does not directly seek to regulate the private sector, though it regulates its interaction with public entities. The general objective of this study was to look at the effects of procurement laws on operational efficiency in Savings and Credit Cooperative Societies within Nairobi County. The specific objectives of this study were to identify operational factors that affect effective implementation of procurement laws and identify the relationship between procurement laws and regulations and overall cost in a Savings and Credit Cooperative Societies in Nairobi County. The data required for this study was both primary and secondary data, which was collected using questionnaires. Descriptive survey was used to enable the researcher obtain the opinions of procurement professionals in Savings and Credit Cooperative Societies. The target population of the study was 35 Savings and Credit Cooperative Societies, which was determined through a census survey. The rationale behind this was that the population was too small to come up with a sample that would be representative of the whole population of study. Frequency tables, percentages and mean were used. In addition, content analysis was used to analyse qualitative information collected in the survey. The findings indicated that there were many effects of procurement laws on operational efficiency in Savings and Credit Cooperative Societies within Nairobi County and that they impacted highly on operational factors in Savings and Credit Cooperative Societies. The study also found a relationship between procurement laws and regulations and overall cost in a Savings and Credit Cooperative Societies and this was due to the fact that Public Procurement and Disposal Act 2005 aimed at streamlining the procurement sector in Kenya by regulating how private and public companies interact .
