Challenges faced by the CDF Headquarters in Implementation of common development fund in the Districts of Kigali City

Abstract

The purpose of this research study is to establish the need for identification of the strategic challenges that opt to affect successful implementation of the Common Development Fund, a fund that the government of Rwanda set up to support the implementation of decentralized policy. This policy is considered by the Government as the main strategy to achieve good governance and sustainable economic development and as a weapon of higher caliber to fight poverty in the Rwandan people. The study ensures that effective implementation of this policy is realized by availing resources to grassroots administrative entities and assigning CDF management the mission to empower those administrative entities by financing development projects. The Government of Rwanda is conscious that if the fund is effectively used in the right channels, its financial decentralization objective can be then be achieved well. The research study aims to conduct a research on CDF Headquarters in the Districts of Kigali city which include Nyarugenge district, Kicukiro district and Gasabo district and take a strategy analysis with the aim to identify the challenges that face strategy implementation of CDF projects, and establish the measures that must be taken to the encountered challenges in order for CDF as an organization to successfully achieve its objective. As quoted by scholars in the field of strategic management, such as Ansoff (1987) among others, the environmental conditions ever changes with time changes, hence causing strategic changes which are challenges on the strategies of the organizations operating within that environment. Therefore, in respect to CDF Headquarters, the study recommends that strategy analysis should be considered as a major requirement as this will dig out the challenges facing CDF organization like any other organization to successfully implement its strategy to achieve its objective. Thus, establishment of such challenges will enable the researcher to come up with viable measures that will enhance successful implementation of the strategy to realize the set objective.
