Abstract

1.0: INTRODUCTION 1.1: SEMINAR OBJECTIVES AND ORGANIZATION Objectives The seminar was organized with two complemetary objectives: a) To review the problems which have hindered legislation and implementation of the recommendations of the Kenya Low Income Housing By-laws Review of 1985 as approved by the Cabinet in November, 1985. b) To formulate strategies and draw a plan of action for immediate adoption and implementation of revising building by-laws and and planning regulations. Organization The seminar was planned and organized by the Housing Research and Development Unit of the University of Nairobi (HRDU) in collaboration with Intermediate Technology Development Group (ITDG). Both organizations have been actively concerned with the development of appropriate and affordable housing. In 1990, they worked together to disseminate low cost housing technology and encourage adoption of revisions of the building and planning codes. As part of this collaboration, HRDU prepared a "Statutory Building Regulations Situation Analysis and Tentative Agenda for Action", which has been submitted to the appropriate Government Ministries involved in shelter provision as well as various bi-lateral, multi-lateral and NGO agencies for evaluation and action. The guidelines fo preparation of position papers arehighlighted below: Guidelines for Preparation of Position Papers Each Ministry's paper was to highlight:- Its involvement in the revision and implementation of building by-laws; Its statutory and/or administrative powers with respect to formulation and implementation of building by-laws and planning regulations; Its current or recent initiatives that have taken place or are proposed; Which section of relevant Acts of Parliament, the building code, by-laws, or planning regulations are constraining the development of affordable housing; What needs to be done, and by whom, in order to speed or facilitate adoption of revised and appropriate building by-laws and planning regulations.
