    Internal efficiency measures in promoting access and completion rates in public secondary schools in Bungoma South District, Kenya.

    Abstract
    The purpose of the study was to investigate internal efficiency measures in promotion of access and completion rates in public secondary schools of Bungoma South District. Since high cost of education is a hindrance to access and completion rates, the study aimedat establishing how educational resources were being utilized to cut down on cost of education. The study examined how Physical resources, Human, Financial and Time as educational resources were being utilized and whether measures were put in place to ensure their optimalutilization. Twenty (20) headteachers of public secondary schools constituted the sample. Stratified sampling was used to sample the schools while simple random samplingwas used to identify the schools. Questionnaires and observation schedule were used to collect primary data while documentary analysis was used to collaborate responses. Data was analyzed using descriptive statements in which frequency percentages, bar charts and bar graphs were used to present data and interpretations .... made. .. The study found out that; • Schools lacked adequate provision of teaching and learning resources which was greatly hindering attainment of qualitative objectives of education. • Human resources particularly teachers were being under utilized more so when they were post~ to teach in single streamed schools. • On financial resources it was established that headteachers were inadequately prepared to handle financial matters. • Time was being well utilized through weekend and holiday teaching. However, remedial lessons meant for such sessions were not being carried out but instead the time was used for coverage of syllabus. This disadvantaged weak students as reflected in decimal performance. Based on the findings of the study, recommends that; • Concerted effort by all stakeholders are needed to provide sufficient teaching and learning resources. • There is need to regulate the starting of new schools in particular regions after having ensured that the existing ones were having at least three streams and fully enrolled to minimize under utilization of teachers. • Headteachers should be adequately prepared to make them effective financial managers. .... • There is need for MoE to ensure that the syllabus is adequately covered without using time meant for remedial lessons to COVeT the same. Promotion of teachers should also be pegged on performance to make them more accountable
