    An investigation into the challenges facing human resource management practice at the TSC headquarters

    Abstract
    The study investigated the human resource management challenges at the TSC headquarters. This study focused on female and male employees between 25 and 55 years. The data used in this study was collected from respondents from the TSC headquarters. The instrument used for data collection were the questionnaire and the interview schedule. The objectives of this study were: 1. To find out the effect of attrition on HRM practice at the TSC. 2. To find out the impact of governance, training and development on HRM practice. 3. To find out the effects of motivation and job satisfaction on HRM practice at the TSC. The study used descriptive methods of analysis mainly the use of frequency and percentages used to determine the management challenges facing Human resource practice at the TSC. In addition an in depth interview involving a commissioner was conducted. The findings show that indeed the TSC headquarters faces a myriad of challenges with regard to HRM practice. The research shows that attrition, motivation and job satisfaction, governance, HIV -aids pandemic continue to wreak havoc on human resource practice at the TSC as in other organizations. Results also indicate that there is need to improve on needs based training to foster efficiency and motivation. Recognizing that there is a high degree of laxity and inefficiency in the TSC headquarters, this study recommends that various methods should be used to motivate workers and improve efficiency. These could include both monetary and non-monetary incentives. The study also recommends continuous training and development in all areas to equip the employees with contemporary issues in all areas to equip the employees with contemporary issues in service delivery so as to place them at par with organizations in the private sector. Finally, it would be worthwhile to investigate the role played by organizational culture in the whole concept of human resource management
